Thank you to everyone who made it such a great event.<\/p><p>FTR\u2019s VP of Rail and Intermodal, <a href=\"https:\/\/www.linkedin.com\/in\/todd-tranausky-3576624?miniProfileUrn=urn%3Ali%3Afs_miniProfile%3AACoAAADO_XMBfDLlpFDtGitzUtKIE82G9aw2V9g&amp;lipi=urn%3Ali%3Apage%3Ad_flagship3_search_srp_all%3BXRiXtRBsRdWff6qu6XZjIg%3D%3D\">Todd Tranausky<\/a>, joined RailState\u2019s Co-Founder and CCO, <a href=\"https:\/\/www.linkedin.com\/in\/johnschmitter?miniProfileUrn=urn%3Ali%3Afs_miniProfile%3AACoAAAASgTIBx-lG7PAdi7L33bIZgXw44euC_Rc&amp;lipi=urn%3Ali%3Apage%3Ad_flagship3_search_srp_all%3B3cyNznLjRvOVD92zuUfPHg%3D%3D\">John Schmitter<\/a>, for an engaging dialogue around today\u2019s hottest topics in the rail industry. They focused on regulation within the rail industry (both present and future); the pros and cons of reciprocal switching; and the future of rail revenue growth.<\/p><p>In case you missed it, here\u2019s a breakdown of the discussion.<\/p><p><strong>Regulation vs. Deregulation<\/strong><br \/>John headed up the discussion of regulation vs. deregulation, which centered on rail service issues and the railways\u2019 inability to respond with flex capacity. He identified the following as \u201crail service issues\u201d:<\/p><ul><li>Inconsistent and unreliable service<\/li><li>Tight car supply and unfilled car orders<\/li><li>Delays in transportation for carload and bulk orders<\/li><li>Increased origin dwell time for released unit trains<\/li><li>Missed switches<\/li><li>Ineffective customer service<\/li><\/ul><p>John asked, \u201cWill service issues boost momentum for more regulation?\u201d Todd acknowledged that the current Service Transportation Board has demonstrated an interest in \u201clooking at things differently,\u201d and in stepping up to address problems. He cited recent STB <a href=\"https:\/\/www.trains.com\/trn\/news-reviews\/news-wire\/stb-sets-speaking-schedule-for-hearing-on-rail-service-issues\/\">hearings<\/a> on rail service issues as evidence the board is considering actions to encourage the railroads to increase capacity, in order to provide more consistent service to shippers. Perhaps the board will use directed service orders, or simply make it easier to push forward service-friendly remedies? The trends point in this direction.<\/p><p><strong>Reciprocal Switching<\/strong><br \/>Todd\u2019s discussion on reciprocal switching highlighted its long regulatory journey. While the proceedings have been active since 2011, there\u2019s been a recent boost in momentum around reciprocal switching. What\u2019s creating the momentum? A combination of changing chairmanship and increased service issues.<\/p><p>What some don\u2019t realize is that reciprocal switching is already in practice along many parts of the network, thanks to contractual agreements. Railroads, however, don\u2019t want to be forced to implement it, and therein lies the core issue.<\/p><p>How does it work in our neighboring country? In Canada, shippers within a 30km radius of an interchange are able to obtain service from an alternate carrier. Could we use the same system in the U.S.? Not really. The networks are very different between the two countries \u2014 you have a lot more interchanges in the US and a lot more Class 1 railroads that are capacity constrained. Were we to implement some sort of reciprocal switching system, Todd noted we\u2019d need to set expectations around it. Switching won\u2019t help everyone \u2014 only those who work close to interchanges. To really address service issues, the board would need to take other actions, like changing the \u201cbottleneck\u201d rule. While railroads don\u2019t support mandated switching, it could be additive, and help them grow volumes over the long term (the industry\u2019s central issue).<\/p><p><strong>Rail Revenue Growth<\/strong><br \/>The final topic was revenue growth. John explained that railroads have been successful over time in growing revenue by managing up-prices, aggressively cutting costs, and improving efficiency. Volume, however, has remained flat for almost 20 years \u2014 there\u2019s been a marked decline in non-intermodal carloads.<\/p><p>As Todd stated, \u201cRailroads can\u2019t cut their way to prosperity.\u201d They have to pivot their approach in order to grow. A big issue is that they\u2019ve lost market share to trucks because of rail service issues. Railroads have tried to address the volume issue by tackling some loose car opportunities, for example, but the below graphs tell the truth: the rail industry hasn\u2019t had success, and railroads need to provide better service to shippers, as well as more competitive rates.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-43c4ae1 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"43c4ae1\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-be380b7\" data-id=\"be380b7\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-78e53d1 elementor-widget elementor-widget-image\" data-id=\"78e53d1\" data-element_type=\"widget\" data-settings=\"{&quot;ekit_we_effect_on&quot;:&quot;none&quot;}\" data-widget_type=\"image.default\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img fetchpriority=\"high\" decoding=\"async\" width=\"512\" height=\"288\" src=\"https:\/\/www.railstate.com\/wp-content\/uploads\/2022\/05\/rail-vol-growth-image.png\" class=\"attachment-large size-large wp-image-10706\" alt=\"\" srcset=\"https:\/\/www.railstate.com\/wp-content\/uploads\/2022\/05\/rail-vol-growth-image.png 512w, https:\/\/www.railstate.com\/wp-content\/uploads\/2022\/05\/rail-vol-growth-image-300x169.png 300w\" sizes=\"(max-width: 512px) 100vw, 512px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-7113c3d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7113c3d\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-a141726\" data-id=\"a141726\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-b77450c elementor-widget elementor-widget-text-editor\" data-id=\"b77450c\" data-element_type=\"widget\" data-settings=\"{&quot;ekit_we_effect_on&quot;:&quot;none&quot;}\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>Investors also need to look beyond the operating ratio, and work to change their attitudes toward growth.<\/p><p>The slowest thing to change within the railroad industry? Attitude and culture. Real change will only come from gradual progress over time, and both of our panelists acknowledged this. They remain hopeful, however, that the industry can identify its pain points and work toward solutions.<\/p><p>This is exactly our goal at RailState.
