Voici quelques points saillants de l&#8217;article de Railroad Weekly :   <\/p><ul><li><p>&#8220;Le simple fait est que les chemins de fer ne sont \u00e9quip\u00e9s que pour g\u00e9rer un certain volume de trafic, et chaque fois que le volume d\u00e9passe ce seuil, le service commence \u00e0 souffrir. M\u00eame une petite augmentation du volume entra\u00eene l&#8217;effondrement du syst\u00e8me&#8221;. En effet, comme l&#8217;a dit Tranausky, le probl\u00e8me ne sera probablement pas r\u00e9solu tant que les volumes ne diminueront pas, quelles que soient les audiences que le STB pourrait tenir.&#8221;<\/p><\/li><li><p>&#8220;M. Schmitter a attir\u00e9 l&#8217;attention sur la r\u00e9cente d\u00e9claration de l&#8217;Union Pacific \u00e0 ses clients, selon laquelle elle avait besoin qu&#8217;ils r\u00e9duisent leur stock de wagons pour r\u00e9duire la congestion. Selon lui, cela semble contraire \u00e0 l&#8217;obligation de transporteur commun du secteur, qui leur impose l\u00e9galement de &#8220;fournir un transport ou un service sur demande raisonnable&#8221;.<\/p><\/li><li><p>\u00ab Les deux experts ont parl\u00e9 de la commutation r\u00e9ciproque&#8230; Union Pacific devrait-elle, par exemple, \u00eatre oblig\u00e9e par la loi de transporter les wagons d&#8217;une entreprise de son usine \u00e0 un point proche o\u00f9 BSNF a des voies ferr\u00e9es ? Cela signifierait que l&#8217;exp\u00e9diteur pourrait d\u00e9sormais obtenir des offres de prix de la part d&#8217;UP ou de BNSF. Mais Schmitter et Tranausky sont sceptiques quant \u00e0 l&#8217;efficacit\u00e9 de cette mesure.
